NASSAU, Bahamas – President of the Bahamas Contractors’ Association (BCA) Leonard Sands is calling on the Department of Labour to provide an explanation over its claim that the stage of construction at The Pointe development requires specialized skills for which “qualified Bahamians have and continue to be sought,” according to an article in the Nassau Guardian on May 5.
The Pointe is being built by China Construction America (CCA).
In a statement on Thursday, May 3, Minister of Labour Dion Foulkes said CCA is not in breach of its heads of agreement with the government with 73 non-Bahamian workers and 24 Bahamians on the site.
Mr. Sands questioned how the “70/30 the heads of agreement labor complement” was being maintained, noting that there was nothing in the heads of agreement that spoke to different stages of when or what types of work would determine the 70/30, Bahamian-to-foreign complement is to be derogated from.
