TWO NEW JUDGES APPOINTED TO TURKS AND CAICOS ISLAND COURT OF APPEAL

Mrs. Justice Jacqueline Cornelius-Thorne of Barbados

TURKS AND CAICOS — Mrs. Justice Jacqueline Cornelius-Thorne of Barbados and Mr. Justice Bernard Turner of The Bahamas have been appointed to the Turks and Caicos Islands Court of Appeal. They   were appointed by the Judicial Services Commission from February 1st, 2023 to January 31st, 2028, The Turks and Caicos Island Sun reported on Tuesday, February 14.

Her Ladyship Cornelius-Thorne is a highly experienced judicial officer, having been appointed to the Barbados bench in 2006 after 18 years as a practicing attorney- at- law. She is a graduate of Queens College, and attended Faculty of Law, Cave Hill Campus, UWI, and the Hugh Wooding Law School as a Barbados Exhibitioner.

She was a Pegasus Commonwealth Scholar at Trinity Hall, Cambridge University, where she gained a LLM (Commercial Law). She has taught at the Faculty of Law as the course director for Revenue Law and Insolvency Law, and has taught or tutored family, administrative and contract law.

Her commercial law expertise has been utilized in many organisations in Barbados including the Board of the Central Bank, and Advisory Committees on International Business and mutual funds. She is currently part of the committee to reform the insolvency law legislation in Barbados, and is the supervising judge in the commercial division of the High Court.

Justice Cornelius Thorne has extensive experience in the criminal court, and was the only Barbadian member of the Advisory Committee on Guidelines for Sexual Offences Cases, a Judicial Reform and Constitutional Strengthening (JURIST) Project funded by the Government of Canada and managed by the Caribbean Court of Justice.

She is an active trainer and frequent speaker on bias and gender sensitive adjudication, and drafted the Gender Protocol for Barbados. Justice Cornelius Thorne is also one of the Founder Members of the Caribbean Association of Women Judges and sits on its executive committee as a Vice President. She is a member of the International Association of Women Judges and a member of its Human Trafficking Committee.

Mr. Justice Bernard Turner, a 1987 graduate of the Norman Manley Law School, Kingston Jamaica, has been a Judge in the Supreme Court of The Commonwealth of The Bahamas since December of 2009.

He was appointed a Senior Justice in The Bahamas in October of 2020. Senior Justice Turner served as Crown Counsel in the Office of the Attorney-General since 1988 and was appointed the DPP in 1999.
